Given the timing of the president's fiscal cliff negotiations, this might be just what he needs. If so, this would be a welcome development. But in fact it's Obama who has been reluctant to make those choices. Indeed, a report published by the Congressional Research Service on Thursday provided additional evidence that the president is determined to avoid any meaningful cuts to Social Security, Medicare and Medicaid spending, even when they are required by law. The report, titled "Federal Budget Outlook: 2015 to 2040," provides an in-depth examination of federal spending over the next 30 years. In particular, the report focused on two important changes that will be occurring: the expiration of the payroll tax cuts and an increase in Medicare taxes. Together, these changes will be reducing government revenue by an average of $6.2 trillion, or 5.6 percent of GDP, over the next 30 years.
